To be eligible to receive subsidised training under the User Choice program you must:

  • Be employed in an approved traineeship
  • Have entered a training contract for a qualification funded by the government
  • Have selected a training provider that is a Skills Assure Supplier such as MiHaven Training


As this qualification requires mandatory work placement, you will need to obtain both a Working with Children Blue Card and NDIS Workers Screening Check. If either screening receives a negative notice, you may be disqualified from being eligible to undertake placement and assessment, which would affect your course outcomes. You may also need to provide a First Aid Certificate, Federal Police Check and/or relevant vaccination records.

MiHaven Training is pre-approved by the Department of Employment, Small Business and Training (DESBT) to be a Skills Assure Supplier (SAS) to deliver subsidised training and assessment services under the User Choice program. The delivery of this qualification is through a Traineeship, which provides a pathway for new and existing workers. Eligibility criteria applies and further information can be found at

To achieve CHC33021 Certificate III in Individual Support (Ageing and Disability) fifteen (15) units must be completed including nine (9) core units and six (6) elective units.

  • CHCPAL003 Deliver care services using a palliative approach


Elective Units – DISABILITY Specialisation

  • CHCDIS020 Work effectively in disability support
  • CHCDIS011 Contribute to ongoing skills development using a strengths-based approach
  • CHCDIS012 Support community participation and social inclusion

The Student Co-Contribution Fee under the User Choice program is dependent on the elective units chosen. Fees are paid at a rate of $1.60 per nominal hour, per unit of competency. This fee may be paid on behalf of the student by their employer or a third party, which must be indicated at time of enrolment. The above is an example unit selection. Elective units can be customised to suit outcomes.

Full-time: The lodgement of a second training contract where one of the training contracts is full-time will be reviewed by the Department to determine if each of the parties to each training contract can meet their obligations. There must be a clear separation between the training and employment requirements for each training contract and must not be replicated through the one occupation only.

Part-time: Minimum of 15 hours per week over each 4 week period throughout duration of apprenticeship/traineeship.

School-based: 7.5 hours per week of paid employment. This may be averaged over a 3 month period. Over the period of a year, the employer must provide at a minimum the equivalent of 375 hours (50 days) of paid employment. For a school-based trainee to be eligible to complete in this traineeship they must have met the minimum paid employment requirement as outlined below:
– 12 month full time nominal completion duration – 50 days minimum (375 hours)
Note: Each school-based traineeship has minimum paid employment requirements that are unique to the traineeship. Please refer to each traineeship in QTIS for further information.

Limits have been imposed on the amount of institutional training which may be delivered to school-based apprentices, based on the nominal term of a full time training contract. This restriction does not apply to school-based traineeships.

On completition of this qualification, students can work towards the following Higher Level Skills:

  • CHC43015 – Certificate IV in Ageing Support
  • CHC43121 – Certificate IV in Disability Support
